47%? Where have I heard that number before?

47% must be the tea party's lucky number.
47% of the US senate just lined up with the leaders of a reputed enemy state.
Just happens that 47% is most of the tea party in the senate.

But just where did I hear that number before?
Something about 47% getting money and doing nothing, I think.
Guy must have been talking about the tea party in the US senate
