You can't arrest someone for a misdemeanor without a law officer present and directing you to help.

That is why in so many states shoplifting is a felony, so that store personnel can arrest shoplifters.

And that is also why you can go to prison for life in some of these states with three strikes your out laws, if you steal three candy bars and get caught doing it on three different occasions, and have a judge that hates you.
