I am afraid that things like the private prison industry would make this impossible for a lot of police departments. But there is hope.

I remember when Bill Clinton's Secretary of Health, Donna Shalala called addiction a medical problem,not a criminal one. The wing nuts went crazy because they are about the politics of blame. Here we are 20 years later dealing with the same failed policy that is the War on Drugs. It's great to see people speaking up like this.

Millions have been arrested, and our criminal justice system has ruined more lives and more families than drugs ever did. We need to end the war on drugs, which is actually a war on people!
