So I'm guessing he means because she didn't override the suggestions of her security department, and order more guards to Benghazi, she is complicit in the deaths of four Americans. Of course, that means every President who has lost a diplomat is complicit... Reagan, Bush, Bill Clinton, Bush and President Obama. Other's complicit in the deaths of American diplomats (or soldiers):

Alexander Haig
George P. Shultz
James Baker
Madeleine Albright
Colin Powell
