1. Well all the state has to do is not issue any more

and they would die out fairly quickly in a few years...

Sadly, the next Repub governor we get will almost certainly reinstate them...

2. It's a misdemeanor to have one now

People are supposed to return them for new plates, but few have done so. Remains to be seen whether the state will actually ticket drivers who continue to use the old ones.

3. Don't even need to issue tickets

Because the Va. DMV will simply invalidate the plates when the time comes for registration renewal, and make them get new plates (that's what happened to me when I let my registration lapse )
