Well, that's pretty shameful.

The Bombay High Court (it's still called that despite the city's name having changed to "Mumbai&quot has just released an absolutely scathing report on deaths in police custody in the Indian state of Maharashtra (the state Mumbai is in). It's already having significant political ramifications.

The scandal? In the past 15 years, 106 people have died in custody in Maharashtra, a state of 116 million (slightly more than a third the population of the US).

In the single year 2012 (the last year we have a full count for), 4039 people died in custody in the US.
