Whether they are true blue followers of their beliefs, or it is just a box they check because grandma used to go to that church ...
If their greatest joy exists in the degradation, humiliation, and victimization of others, no matter what their fucked up motivation or justification, then they are an evil piece of shit, and they need to have their right to exist uncontrolled among civilized people removed.
All the rape sub cultures need to end. Yesterday. Actually, many millennia ago, but that is its own subject. The perpetrators need to be captured and prosecuted. Good people need to teach the young from the earliest age how to be non-monsters. And we need to accept that attacking the rape cultures is going to prove ugly and scary, but it is necessary to understand the problem to be able to effectively prevent or prosecute.

young boys and girls had a pretty clear path ahead of them as they matured.....
Girls mostly grew up to be Moms..
Boys followed their fathers into whatever field he was in.
People were "old" in their 40's..
After a relatively short time in school, they married, and soon were parents..and so on and so on.
Modernity in the 20th century shook everything up and things have gotten really weird..really fast..
Western women have become a major threat to so many young men (and older ones as well).
Girls no longer drop out of school at 16 to marry..
Girls now know they can be more than "just a Mom".. Women who work outside the home are no longer relegated to being a teacher-until-they-marry or a nurse.. They are doctors, engineers, corporate CEOs, pilots, astronauts...you name it..they can be it.
There must be something in the male psyche that causes successful females to really irritate them (males). I see this in my own very liberal son to a small degree.. His wife makes $185K and he makes $150K a year and it sometimes bothers him that she makes more than he does..even though they share their money.. He laughs about it, but when he gets a bigger bonus that brings him to even a few more dollars than her, I can see how happy it makes him 
So many men seem to be hyper sensitive about being "worthy"...
Imagine the distress when a young man grows up in a society that totally devalues women..makes them chattel ..and the society they live in gives fathers-of-girls the right to marry them off.. A young man of NO means will probably never get a wife. His primal urges are still there..as is the intense anger at the life ahead of him.
Poor people who live in places where education costs them money, often send only their eldest son to school, even if they have 10+ children. It's easy to see how resentment builds in the other sons. Those boys grow up resentful, angry and are ripe for the picking when it comes to groups like Isis, Al Qaeda..or even street gangs.
These anxious young men see this as their way to gain status..get money..and have access to sex whenever they want (by force/coercion). They may father children, but they have no intention of being a Daddy.
Occasional wars often "cull the herd", but when there is a religious base to the fight, there can never be an end to the struggle, because God is always on your side, and lost battles are not the end of a perpetual war..
Until governments are honest and secular, and every faith has security and freedom, there will never be an end to terrorism.. It's just a sad fact that we will live with for a very long time..until another plague comes around..
