Well, I think he was probably bellowing along to some patriotic song or other, but it's hard to tell the difference, even if you're listening to him.

so this is not Trump, this is a bad editor. You have no idea how many of these stupid photos I have of present and current local officials, that will not, ever, at all, run.

But we do not want to make people look stupid.

Alternatively, it could be the only photo the photographer got, but somehow, I doubt it. I am betting this is a series in a burst, of at least 5 photos.
