The only time that could possibly stop him would be criminal-type incitement, which has a VERY high standard. Trump may be a terrible person advocating offensive ideas, but nothing he's saying or doing comes anywhere close to criminal conduct.

Look at the matter from the other side. For example, if Sanders or Clinton support BLM or other liberal groups during any of their speeches, should law enforcement be able to tell them to STFU because they're allegedly "endangering officers."
