Missouri State City Fine law reform was a scam. Court ruled it unconstitutional.

Cole County Circuit Judge Jon Beetum ruled that the law unconstitutionally targeted municipalities in the St. Louis region because it places caps on traffic fine revenues that were lower than for the rest of the state, the Associated Press reports. The mandate, which Gov. Jay Nixon signed into law last summer, stated that municipalities in St. Louis County could not collect more than 12.5 percent of their general operating revenue from minor violations, while municipalities in the rest of the state could collect up to 20 percent from minor violations.


Of course, the legislators knew this when they wrote the law. Now they can just leave the law as it is and the fining of the poor and minorities will continue as it has been for the last 30 years.
