That is Altoona State Rep. John McGinnis. Quoted in the May 29th Altoona Mirror. I can’t find the Political Notebook column at the Mirror’s site, but here’s a screen shot from the behind the paywall copy.

There is ample, verifiable reason to discriminate against serial killers. It is in everyone's best interest to keep them from waiting tables at Chuck-E-Cheese.

But that's not what people mean when they say "discrimination". Whoever wrote that article is an equivocating ass.
