Obviously Trump is despicable. But NY state did write their rules to permit large firms to get this benefit which congress intended only for smaller firms. I don't think it is fair to blast him for this. Perhaps hillary can amend these laws to exclude firms owned by agents of the Russian Federation.

is that he applied for government funding he was allowed to apply for, was subsequently approved, and then somebody gave him the money.

He should have been at the least more moral than the NYS legislature and the people who authorized the funding and its disbursement.

Note that in early 2001 he was still in Perot's "Reform Party," but late in 2001 he reregistered as a Democrat.
