* make sure that the citizens like you
* make sure that police has a connection to the area they police
* being polite pays
* when in conflict, first try to solve the situation by talking. If that doesn't help, use non-lethal weapons like baton, mace, your fists... If somebody has a gun, call the rapid-response-guys with the machine-guns.

(15,805 posts)Its become so institutionalized that it is part of the prevailing police culture; us vs them. Its reinforced everyday, from the top down, and then between every cop, and also be the reactions of people in the community that have lived under generations of injustice. It won't be changed by new policies and practices, the police have been doing this for decades, and the attitude is hardwired now, most of them will be unable to make the transition their city needs.
