There is no shortage of people in our country who aren't entirely psychologically stable who have access to firearms. Public statements like Trump's comment may very well be all the permission one of those people needs.

Responsible public figures know this, either explicitly or on some deep level, and temper their public utterances accordingly. If they cross the line, they try to walk it back. Trump hasn't even acknowledged that what he said might be taken wrong by anyone, let alone apologized.
