2000 census facts taken from wikipedia. It is rural, dry land, poor, people have a tendency to die young from alcoholism, accidents, cancer and other "should be preventable" reasons. There is not much paid work nearby.

4. It has been an impoverished area for so long. Shove them onto smaller and smaller pieces

of land and then say "see, I told they there weren't worth anything".
