2000 census facts taken from wikipedia. It is rural, dry land, poor, people have a tendency to die young from alcoholism, accidents, cancer and other "should be preventable" reasons. There is not much paid work nearby.
This is from wiki 864 people in 2000, 875 in 2010. 46.4% <18 yrs 3.6%<65 Median age was 20 yrs. Median household incoome $19,265. Median family income $18,583. Per capita income $5,717. The reason am posting this is because with all the recent interest in the area because of NODAPL, people might be interested in knowing what it is like living there otherwise. Handouts to residents aren't needed, but learning about their issues is a good start.

4. It has been an impoverished area for so long. Shove them onto smaller and smaller pieces
of land and then say "see, I told they there weren't worth anything".
