Particularly if there's little to no evidence of that - I mean if you go for a job and at the exit interview the employer says "Hey would like to hire you, but we have to hire a minority so you are out of luck," than that would be actual evidence. And extremely rare because most people, even dumb racists, know enough not to admit that.

But in most cases, it seems like people just assume that Latinos or East Indians (or, lets face it, other non-whites) stole their jobs, because they can't accept the possibility that a non white might be the better candidate.

My uncle used to work for a company that made large steel electrical boxes. One day, the company gave him and others a fairly generous early retirement package...packed up the equipment in trucks...and drove it to Mexico.

My uncle is very 'matter of fact' when telling this story. He's actually glad to have the early retirement. And, he wasn't at all surprised that the operation moved - it had reached a level of automation where extensive training and experience were no longer needed.

So, its never been a 'big deal' for him, and the man certainly isn't racist.

Yet, he is quite sure that a Mexican took his job.
