would be that if we wait for Mexico to pay up front for his wall, it will be a real long time before it ever gets built, so what he plans on doing is to have it built ASAP with US money first, then collect from Mexico on an installment plan.

I'm sure it makes sense to him on some level.

Sort of like telling your neighbor next door you're going to put up a fence between your properties that HE is going to pay for even though he may not even want a fence in the first place.
