I saw some of his questioning of Tillerson today, and he actually tried to put the guy on the spot. Made himself look good and patriotic and all that. Tough questions about Putin and Russia, and garnered some uncomfortable hemming and hawing from Tillerson. Good stuff, actually, and a bit surprising.
Now he has a choice. Having shown his hand and how "strong" he can be, does he actually vote against an appointee that he obviously doesn't like or appear to support. In other words, does he actually show some conscience?
Or does he make a deal with the Repub leaders to vote to approve for future considerations, say a leg up on the 2020 election. From the look of things, Trump may not be more than a one term gig. We'll see. Rubio put on a tough show. I suspect he'll now sell his vote for consideration/leverage in 2020, or 2024, assuming Don Jr doesn't follow in daddy's footsteps.

Rubio will say that while he's thought long and hard about his decision, and for as "troubled" as he was by several of Tillerson's answers and his lack of knowledge of the situations he asked him about, but he's "decided" to give him a chance to serve our country as SOS because he deserves a chance, and he may even throw Hillary under the bus somewhat to try to justify his voting YES for the TillerMAN.
And for once I believe he'd vote against the TillerMAN, but he'll be told NOT to
