'Like other deployments, Inauguration Day will be a complicated one for the D.C. National Guard – at least on paper. Since the District is not a state, its mayor cannot call up Guard members to active duty as a state governor can.

The District must send a letter to the Secretary of the Army requesting the support. The District and the Army must then go through a seven-step process to initiate the deployment, during which Guard members carry out duties at the request of the mayor and city homeland security officials.

If there isn't one already, there will be a letter delegating authority to the deputy commander as of noon on January 20,2016 by next Monday.

The good thing about military bureaucracy in the U.S. is that there's always a designated hierarchy that kicks in should anyone in the command structure become incapacitated or is otherwise not available. And authority in the chain of command always reaches down, it does not default up. The President, or Joint Chiefs, or anyone in the DoD executive hierarchy can't just automatically say "Stand aside, I'm in charge".

Most administrations use the transition period to make case by case determinations as to which of a previous administrations appointees to keep on and which to have go. I think the Trump team is so dysfunctional that they simply got a list of all of the appointees and sent a form letter to them all saying you're fired as of 12:01.

He has insulted America's POWs, and now is insulting and demeaning the seasoned military veterans who staff our American Intelligence agencies, so it's clear that Comrade Casino actively dislikes anyone who actually served the nation.

As the Republican role model featuring 5 big fat draft-dodging military deferments (not to mention his tax dodging), Comrade Casino clearly thinks he is smarter and stronger than the "lowly suckers" who actually put their lives on the line to defend America.

So when it comes to a new commander for the National Guard, it may well be that he wants another smartass Republican draft dodger like himself, to make himself feel better about his poverty of nobility.

I don't think there is any lack of Army Generals in Washington and the environs.

I doubt very much that Trump has singled out General Schwartz. I suspect that it's exactly the opposite. Instead of doing what most administrations do (actually all in my experience), which is to spend the 10 weeks between election day and inauguration having their transition teams review list of presidential appointees and decide which (generally a small number) to ask to stay on past the inauguration, the "drain the swamp" crowd just took their lists and sent everyone a form letter. That's the kind of mindless robots they are.
