clemency lowering or moderation of a punishment. A pardon is something different, and Assange specified 'clemency', so if he holds to his word we should see him turn himself over to the US (yeah, right!).

He faces it to Sweden to go on trial for raping two women. So other than pushing the conspiracy theory that the Swedish charges are just a clever ploy to get him to leave our closest historical ally to a country that doesn't have as long of a history, I'm not sure the Wikileaks tweet is relevant to much.
