Obvious setup - why would anyone release that? Just wondering if anyone has figured out who was behind it?

It is posted by a "new" twitter address @BasedinLA which is nothing but a Trumpbot - this is why I am sure it is a setup account where "Big Joe" is a ringer. Just wondering who the person/group is behind this.
