The intent of the GOP is to end civil service, scuttle the pensions and contract out the vast portion of these agencies. Most authority will be thrown to the states and the agencies will become no more than a pass through agency with money going to private contractors.

"Draining the swamp" in code means shutting down all these agencies at the federal level. The GOP wants to put everything back into the states. It is a way to eliminate more unions and to turn long term federal jobs into temporary contracts. Why do you think he put in all the billionaires. They and their cronies will benefit by taking 40% or more of the morey for profit.

I had a federal contractor job. These used to be short term positions but there are a lot that are permanent positions. The company that had the contract made great money. Me? Not so much.
