I didn't realise that if this legislation is introduced in the Senate, it can be filibustered by Democrats.

which requires only a simple majority - which they have - to pass.

What's needed is for a couple of R Senators whose states have embraced the ACA and are doing well by it to flip, denying McTurtle even that simple majority.
