All three branches of government are equal but...

...the Judicial Branch is the only one that determines which one is legal.

Donald Trump is challenging the authority of judges to interpret the law. He would prefer to interpret it himself. If he had only won the majority of the popular vote?

He'd still struggle with the concept of Separation of Powers and Checks and Balances, and that no one, including the President, is above the law. He wants to be King, not President.

All three branches have an equal responsibility to ensure what they are doing is constitutional. If there is a dispute then ultimately the judicial branch makes a ruling assuming they have the jurisdiction to do so. Congress has full authority to not allow the judicial branch to rule on a law it passes. Not often done but the Constitution gives them that right.
