Nunes "already knew" (as did the whole world) that there had been incidental collection of some aides. He seems to have wanted to spin that.

The plan was for the communication strategy to be repeatedly hammering on the incidental collection as "proof" that POTUS claims were true.

In other words, the goals wasn't to support the idea that President Obama did something illegal, it was just to support the idea that Trump wasn't a complete idiot when he made the claim.

Why would someone choose a Russia investigator to be the recipient of non-Russia-related information?
