So 20 aircraft is 20 % ..of what.??

Due to the high security level on everything military related, the past and present of the Syrian Arab Air Force is still largely unknown. This makes it hard to judge the real strength of the air force today.[61] Additionally, considerable losses to the opposition forces in the country's ongoing civil war are not accounted for here. The following information is compiled from multiple, pre 2012 Syrian civil war sources.

According to the Center for Strategic and International Studies in 2011 the aircraft inventory from Syrian Arab Air Force estimations, was:[62][63]

575 fixed-wing aircraft:
Combat/reconnaissance/OCU aircraft: 461
Training aircraft: 76
Transport aircraft: 26
191 rotary-wing aircraft:
Attack helicopters: 71
Armed transport/utility helicopters: 120

I've read that the strike destroyed 20% of aircraft. Syria has probably 450 migs so that would be 90 planes... not sure if it's true.

BDA: Six Su-22 Fitters/Mig-27s and maybe 3 derelict Mig-21s. They will replace w/new Su-25 Frogfoots & Mig-29s. We upgraded their inventory.

That's a tad more than 100 aircraft, no?

Mattis misspoke and couldn't admit it, or he lied initially and refused to admit being caught. Either way it was untrustworthy and bodes ill for his credibility.

operational aircraft numbers. Given the age of the fleet I'm sure that a high percentage are not operational.

If you want to make your mission look like the biggest success you quote against the smaller number. And of course operational numbers are only estimated so they can choose what estimates they use.
