Of course he did. That's is the whole story behind why the Russians helped Trump get elected in the first place. The Russians NEED those sanctions lifted and Trump is their puppet. They started grooming him for that going as far back as 2003. And I am sure they have plenty of material on him that could be used for blackmail, including pee pee video. That is also the whole reason for the Syrian bombing charade. We didn't destroy one airstrip and we didn't destroy any chemical weapons. I think we took out about 20 Syrian planes. Well, good for the Russians. They can now sell 20 more planes to the Syrians, which is where the planes came from in the first place. AND it was just to make it look like Putin and Trump's relationship was deteriorating, thus Tillerson could go to Russia where the US and Russia could come to an agreement and voila..... US will now lift sanctions off of Russia as part of that agreement! This whole this is so transparent. I call bullshit!
