Could you explain - slowly- the column "With Tax Increase" . Understand the purposed "With Tax Cut" . What "Tax Increase" is being referred to?

Unless the chart is intended for insiders, the already-clued-in, it's a bad graphic. Presenting the same info in sentence form in plain English would be much easier for us lay people.
