A quick Google search shows several articles stating that the he was denied a security clearance a head of the NSC. Which suggests he didn't have one when he was hired by Trump.

Said Flynn was fired by Obama because he was an outspoken critic of Obama and the way Obama handled security and terrorism. I understood that Flynn was fired by his superiors for not following orders and insubordination. 2nd Point as a normal citizen, how could Obama stop him from travelling to Russia. I don't understand that accusation.

19. Many say Flynn was fired because the Obama people and fellow Pentagon

colleagues believed Flynn to be a bit "nutty".

As to the second part, all general officers have to gain permission from the Pentagon to accept money from a foreign government regardless of their active duty status.
