I think there are two separate operations.
Bannon is running one. He's plugged into the hard right ideologues bent on total control of the US.
The Drumpf clan is there to grift and self enrich. The Kushner woman in China is just the latest example.
There is a mutuality to a lot of this, but the two camps are largely separate, touching base only when one camps needs something from the other.
I have no proof. Just the musings of an old man.
