Manitowoc killer will stay in jail...

I posted about a guy who at 17 shot a cop three times in the back, killing him:

The killer wants to be let out from his life-no-parole sentence.

The judge said he's going to stay in jail.

Since he was a Juvenile at the time of the murder, I don't know if that opens a wedge in the "cruel & unusual" aspect. Judge #1 doesn't think so.

I doubt the Legal Assistance to Institutionalized Persons plans on this being their last try.
