What's the hold up, I wonder.

ETA: Kate Brown said she's committed to working with all states to combat climate change and looking forward to learning more about this alliance. Also Ron Wyden and especially Jeff Merkley have come out with strong statements condemning the withdrawal.

I'm disappointed that she's dragging her feet on this.
