This is an Example of a bullshit headline from Huffington: "Trumpcare gaining speed in the Senate"

Then when you click it you get:

"Senate Republicans Are Closer Than Ever To Repealing" in the first sentence

followed by

"But they’re still kind of far away"

in the second sentence

Even the body of the article doesn't tell you a damn thing:

People who think the bill is "dead" are kidding themselves. The GOP have talked themselves into a suicide pact, and half of them have already pulled the trigger. The other half are now committed: either they follow through, or they end up going to jail for murder (i.e. being primaried out of existence).

bill is unknown, and the headline is misleading, because they have no idea whether progress is getting made on it or not

Because it's clear that even though most people think the bill is dead, the Senate GOP still actively intend to push it through by hook or by crook.

The headline will hopefully jar people out of complacency.
