Although Rand Paul is famous for being easily bought.
He despised Trump... until Trump took him golfing.
And he once talked for hours to an empty auditorium in the Senate to protest something, called it a filibuster and used this "filibuster" to raise donations.

little of this bill goes into effect until after 2018 elections, so I don't see how

As long as it stays 3, McConnell has 3 people to target with both sticks and carrots to get them back. I suspect that when it is clear it is failing there will be a small avalanche of others wanting to be on the record as nos, as they can't be blamed for killing an already dead bill. I suspect that is why so many have just spoken of concerns or needing to get more information. (certainly NOT profiles in courage there!)

republicans see this as a positive campaign issue even with all their lying. So if it does "pass", 2018 and 2020 won't be good republican years...
