If he wants to take the focus off anything it's Russia. But whatever he's thinking about doing in Syria apparently hasn't gone through the State Department or the Pentagon, so is anything going to even happen at all? Anyhow, most people are more concerned with what affects them directly, which is whether they are going to lose their health insurance, so even the "base" isn't going to be distracted much, if at all, by Syria. The media might chase another shiny object for a bit, but they also know the health care debacle is a big deal for more people so they'll keep covering it. And they'll keep covering the Russia investigation, too, because it's really juicy.
