EVERY bill / executive order he signed had a "ceremony" and photo op...EXCEPT the Russia Sanctions.

Mentioned just now on MSNBC. "He didn't do it on camera because he didn't want a record of it."

but not the actual signed bill. He could have gotten disoriented again and shuffled out of the room, leaving the unsigned document on the podium. It wouldn't be the first time.
