A potential immigrant is given points based on certain factors like language ability, age, education, experience , if they have a job offer, etc.

For example: A 32 year old engineer from Nigeria requires 80 points to qualify for immigrant visa

English language ability: He's fluent in English so he earns 15 points

Age: He's under 40 which earns him 20 points

Education: He has a master's degree which earns him 15 points

Experience: He has more than 5 years experience which earns him 20 points

Job offer: He has secured an offer from an American firm which earns him 15 points

Total: 85 points - he's qualified for an immigrant visa

Canada has a similar system.
