How much power does the president alone have to launch a nuclear strike? Bloomberg News asked Bruce G. Blair, a former Minuteman missile-launch officer and research scholar at Princeton Universitys Program on Science and Global Security, to spell out the step-by-step procedure.

...but ultimately, the Pentagon must comply with the commander-in-chiefs order.
The most a person could do would be to refuse to carry out the order at which time that person would immediately be placed under arrest per the UCMJ and the next person in the chain would get the order....until it's carried out.
