I just can't listen to him. However, having read what he said... WTF!!! I've listened to used car salesmen who were clearer.

It was designed to make him look like a leader and distract from domestic issues. a true exercise in bloviating. he did not announce anything concrete, lay out a strategy or anything of the sort. It was just a pr move with him reading from a TelePrompTer with troops in the background.
