Of course, Trump will take the most aggressive tactic. But he needs more time to consolidate his domination over the Congress who have the power to impeach so that may slow him down.

We will see a lot more attacks on Congress and the judiciary. He is winnowing out the Republicans to find those who will not flinch at his toxic actions.
