Edit: 2008 is consistent with the fact that:

In 2008 Trump may have mulled a Presidential run, but he was in business first and foremost.

It is common practice among savvy corporations to buy multiple domain names to protect their intellectual property.

However this also depends on whether there are many TrumpTowerXXX domains registered about the same time. If there were many similar domains at a similar time, evidence would point to an IP protection policy and not necessarily an expansion to Russia or any of the other places registered.

But if there isn't a bunch of other registrations then signs point to plans for a Trump Tower Moscow.

So when Trump said he had no business in Russia, he's lying. Though I don't know with him what is true and what is not.

I tried to find information about the Registrant, Rostislav Babel, but could not link him to the Trump Organization. It is curious he speaks Russian (LinkedIn page) and is a venture capitalist.

If you go to http://trumptowermoscow.ru, you see a "Website Coming Soon" placeholder.

Google Rostislav (Ross) Babel and you will find he is a partner with Gary Mikhaylov. http://gnpdevelopment.com/about.html (same picture but only placeholder text describing the two men).
