This is similar to Gov. Erlich did in Maryland. He increased all the fees but boasted that he made cuts and didn't put up taxes.

need SS pay a fee, VA care pay fee, need food stamps pay a fee, files IRS forms pay a fee...its goes on and on and on. He said we don't know whats in his heart. He seems to think he knows whats in our wallet, money.

Citizens pay through taxes, and the govt passes on the taxes to the department, to pay for the lights that benefit the citizens.
