1. Puerto Rico doesn't need supplies. It needs people to unload and move them.

At least 10,000 shipping containers full of food sitting on the docks in San Juan as of three days ago according to CNN.

Those products are shipped using established routes on slow moving boats. Not really optimal to help a country in a crisis.
