She truly cares about those people and is trying everything she can think of to help them. She's not shut herself away from the problems by staying safe in an airconditioned building. Day and night, she's out there in the middle of the wreckage of her city, reaching out to her constituents and even if she has no supplies, at least she understands their plight and can offer them a sympathetic ear and a hug.

Then there's Trump...
