He was referring to the roads, bridges, etc.

Believe me, she's used to my crazy liberal bullshit. But when she heard the Obama comment played over and over again on teevee, she finally admitted...it looks really bad. Why did he say that?

I tried to explain that he didn't "say that." She didn't want to hear it. Of course he said that! Those were his exact words!

But what about the context? The entire speech? What he was actually saying??!!

My wife said i was wrong...Obama said businessmen didn't start their own businesses.

My wife is a very intelligent person, but she still heard it without the context.
