Every time he has opened his mouth and blamed the women, or called them liars, or pretended not to remember, he has offended.
He has proven he hasn't changed.
He has wounded these women AGAIN.
If he had immediately confessed his wrongdoing and thrown himself on the mercy of the public, who knows? Enough of them might have forgiven him.
But he didn't acknowledge the truth -- and validate these women -- because he's the same slime he always was.
