but Donny only gives a shit about others in the administration to the extent it threatens him personally.

Kislyak can throw a little more gas on the fire but Putin knows Donny and many of his comrades are already cooked.

Another possibility is that it's a continuation of Putin's strategy to sow discord and chaos which further weakens his enemies. He's succeeding in diminishing the USA. In his win-lose world view a weakened USA is a win for him.
