The biggest part is on page 146, Section VII, Conclusions and Recommendations:
The Statute of Limitation...had expired.
The Grand Jury recommended that the Statute of Limitation on crimes against children be expired, citing the case of a 70 year old victim that testified about the abuse he had when he was a minor, but did not tell anyone till in was 70.
The Grand Jury noted most of the abusers are dead. Some involve 16 year olds, who under Pennsylvania law can consent to sex (Thus to prove rape you must show force was used). Other are old, dating to the 1950s. A very negative report, but also a report that say they is nothing we can do today:

Ackerson: Had sex in the 1950s with a 15 year old boy, nothing after that date.
Arsenault: Has sex with a 17 old male, that would be consensual sex under present Pennsylvania Law.
Father Bender seems to be a classic pedophile, he liked his boys between age 8 and 13, but claims to be impotent since the 1980s when he resigned his positions in 1992. The only record was a report of sex in the mid 1960s.
Bodenschtz: Died in 1961, no record of any report to the Bishop till 1992, incident about 1940 (please note these were kept in the "Secret Files" of the Diocese that only the Bishop has access to AND are to be destroyed at the death of anyone accused OR 10 years if nothing new is added to the file, thus MAY have been reported in 1940, but the files were long destroyed).
Bodziak: In 2003 a woman said Bodziak had sex with her in 1971 when she was 16. That would make her legal to consent to sex today in Pennsylvania.
Boyle: In 1958 he stated to molest a 10 or 11 year old boy, but again NOT reported till 1992. In 1969 he was accused of molesting a 12 year old boy, and that was reported not only to the Bishop but the State Police by the child's father. In 1970 the Bishop sent a letter to Boyle that he had to see a psychiatrists AND until that psychiatrists said Boyle could be around children, Boyle was NOT return to the area where the abuse occurred. This was by order of the local DA, the Bishop just agreed to the terms. Boyle was returned to his parish in 1971 and grop a 15 year old. Between 1973 and 1975 Boyle would get a 14 to 16 year old child unconscious with alcohol and rape him. In 1982 he had sex with a 16 year old, that continued for over a year (again this last incident would be legal consensual sex under Pennsylvania Law, through the previous incidents would be rape for the victims were under age 16). More complaints were filed in 1992 and in 1995 Boyle was sent for "treatment" and then retired.
Bunn was another serial molester, again he liked 10 to 13 year old boys. He actually would stay overnight with the victim's family and had sex with their 10 to 13 year old boy. This was reported to the Bishop in 1982, and the family took with them Acting Presiding Judge of the Cambria County Courts Abood (Abood retired shortly afterward, he was an Acting Presiding judge for Judge OKicki was his senior but at that time period under indictment for bribery, a charge Okicki was subsequently convicted of, but he escaped to Solvenia where he died some years later). Abood had previously been the Cambria County District Attorney. Again Bunn was sent for treatment at the Mayo Clinic. In 2001 another complaint was made against him, and at that time he was retired.
Burkhardt: In the 1980 molester a 9 year old, but not reported till 2005 long after Burkhardt was dead
Carroll: In 1971 raped a 12 to 13 year old, this was not reported till 2005, Carroll died in 1988, after admitting he had entered a homosexual relationship with a 17 year old (again the relationship with the 17 year old was LEGAL in Pennsylvania).
Cingle: In 1979 he tried to molester a 15 year old, who then hit him stopping the molestation. Again not reported to the Bishop till 2002. In 2002 the Bishop asked Cingle about the incident, he remembers traveling with the boy and being hit but nothing else and denied any sexual acts were involved. The actual Grand Jury Transcript say the victim was 16 (and would be legal to consent to sex) but other places the age is given as 15 (which means the victim could NOT give consent). No other report about this priest and it as over 35 years ago.
Coleman: In 1979 the parents of a 10 year old boy went to see the Bishop and had the child tell the bishop of Coleman's habit of inviting young boys over to his rectory and at night rub his penis against their feet. Coleman was told NOT to permit children into his rectory again. Coleman was then transferred and did it again to a group of 12 to 13 year olds. In 1982 moved again and molester another 13 year old. In 1986 the problem reappeared but this time Coleman refused treatment (he had been treated for his "problems" in 1979) and refused an new assignment. The new assignment was to a convent (where Coleman would have no access to any children). Coleman refused the new positions and was suspended by the Bishop in 1987. He died in 2014.
Conveney: In 1986 Conveney molested a 10 year old but was NOT reported to the Bishop till 1996. In 1989 another accusation was made and Conveney was sent for treatment. In 1996 a group of 7th grade boys made similar reports. Bishop Ademec made the comment he does NOT keep records on past problems, Conveney even found this shocking for he asked for the records to show he had gone through treatment and Adamec should have had those records.
Crouse: in 2002 Crouse raped a 14 year old, This was reported to the bishop who sent Crouse for "Treatment" and then retirement.
Fabbri: In 1950 Fabbri took a 9th grader to bed with him and had sex. He then took the 9th Grader on trips with him and has sex with him. This was only reported to anyone when the victim turned age 70 (or at least that is the only records we know of, Fabbri moved back to Italy in 1955).
Figurelle: In 1973 Fiqurelle was arrested for Indecent exposure, the Bishop moved him to a new parish shortly afterward. In 2003 he was arrested for possessing child pornography. He served 15 months in Jail for possession of Child pornography and then retired.
Gaborek: In 1982 Gaborek recruited a 16 year old to do some yard work. After several sexual encounters, the boy ran away and sought protection from a neighbor, the State Police were involved. All Charges were dropped in exchange for a promise of sending Gaborek to treatment, which was done. Gaborek was dismissed from the ministry in 1988 and dismissed from the Priesthood in 2004 (Dismissal from the priesthood requires Vatican approval, thus the delay). In 1989 he was accused of having sex with a dog, and in 1998 convicted of Corruption of a minor (Notice both occurred AFTER he had been dismissed from the Ministry and thus while technically still under the "Control" of the Bishop, in reality no control for the dismissal from from the ministry in 1988 ended any real relations between him and the Bishop.
Grattan: Another man who liked 12 to 23 year old boys. In 1995 was assigned to Altoona Hospital, for it was a place with little contact with children, but molested a person in the hospital and put on medical leave and then dismissed from the priesthood in 2004 (and then the report mentioned the church investigation of 2008, after he had been removed from the Priesthood, but the report went back to his days as a priest). The report attacks the nun who did the investigation even through she reports Gratan was a very sick individual.
Inman: Another serial child molester, from 1971 to 1986, he was retired in 1989 and died in 2001. He liked 11 year olds, he gave them a blow job and then demanded that they call him names.
