Leaked Document Says 2,000 Men Allegedly Assaulted 1,200 German Women On New Year’s Eve

LONDON At first, there was complete silence from officials. As rumors spread on social media, police had nothing to say about allegations of mass sexual assaults and other crimes carried out on New Year's Eve in the German city of Cologne.
It was only days later that officials reported that hundreds of women were victims of assault in Cologne, Hamburg and other German cities.
But numbers that are now emerging are likely to shock a country still coming to terms with what happened in Cologne more than half a year ago. According to a leaked police document, published by Germany's Sueddeutsche Zeitung newspaper and broadcasters NDR and WDR, the previous estimates have to be dramatically revised upward.
Authorities now think that on New Year's Eve, more than 1,200 women were sexually assaulted in various German cities, including more than 600 in Cologne and about 400 in Hamburg.

How do they expect to prevent future sexual assaults when they do not punish those actually convicted of sexual assault?

The second is that authorities couldn't prosecute for one reason or another--lack of identification, inability to locate those identified, lack of witness cooperation, buddies who provided alibis.
The first is the stuff of CTs. The second seems much more likely. If the report is actually completely true.

At most, less than ten of the assaults will be charged. Sad but true - there weren't legal grounds in Germany to charge most of the assailants.
A change to the law was developed due to the situation.
But rape laws in most of the northern countries of Europe are very unkind to the victims. Very few reported rapes are prosecuted, and of those that are, convictions are far from certain. Unless a victim suffers severe bodily harm, generally the laws have not supported the victim.
The sort of groping/grabbing attacks suffered were hardly even prosecutable under German law.

It was one huge chaos in Cologne. There is nothing on camera as it happened inside the crowd and there were so many assaulters that it gets hard to remember faces.

(16,423 posts)To be precise: The Lower House passed it with 100% of votes. The Upper House will vote on it in September.
The threshold of what constitutes rape is redefined from violence or threat of violence to "going against the recognizable will of the victim". No means No.
And the bill contains a controversial law that would make it a crime in and on itself to be part of a group that molests people. It doesn't matter whether you molested or not. You are in that group and that is already a crime.
