Trump order would create new rules for visa program

WASHINGTON — President Donald Trump is planning to sign an executive order that seeks to make changes to a visa program that brings in high-skilled workers.

Trump is heading Tuesday to Kenosha, Wisconsin, where he plans to sign an order dubbed ‘‘Buy American, Hire American,’’ said administration officials who spoke on the condition of anonymity despite the president’s frequent criticism of the use of anonymous sources.

The officials said the order, which Trump will sign at the headquarters of tool manufacturer Snap-on Inc., would direct the departments of Homeland Security, Justice, Labor and State to propose new rules to prevent immigration fraud and abuse. Those departments would also be asked to offer changes so that H-1B visas are awarded to the ‘‘most-skilled or highest-paid applicants.’’

The White House said the program is currently undercutting American workers by bringing in cheaper labor and said some tech companies are using it to hire large numbers of workers and drive down wages.

I haven't dug into the details, but on the surface 45* is about to do something I don't disagree with.

Tech companies, manufacturers, etc. have been abusing the visa program for years in order to bring in low paid workers and displace technical talent in the US. They keep crying that there's a shortage of technical and engineering talent when the truth is that there just aren't enough skilled people who are willing to work for peanuts.

Anyone familiar with the H-1B program knows it's in need of reform, but do you really think the Bogus POTUS can accomplish that when he can't pour water out of a boot unless Jared wrote the instructions on the heel?

9. They have to be paid federal minimum,$7.25. Thats why corps/congress wants to keep fed minimum low.

Originally companies were supposed to pay an foreign workers the same as an American worker. The program was supposed to attract "unique" foreign talent, but instead it used by corporations as a source of cheaper labor.

For instance if a company pays American computer programmers $100,000 it was supposed to pay the same for foreign workers. Then in 1998, Congress created a loophole in the law that allowed them to be paid less. I think most Indian tech workers earn well over minimum wage, but they earn less than their US citizen counterparts. They also don't have FICA withholding, pensions etc.

factory farms, resorts, seasonal workers. Jobs like floridas seasonal workers who used to be locals hired and now are all foreign visa workers.
